A majority of Senate Democrats voted with Republicans on Wednesday to defeat Bernie Sanders' attempt to restrict corporations from outsourcing jobs in the United States and employees from organizing labor unions. The vote on Wednesday was one of 28 non-binding motions instructing conferees on a science and research measure known as the "United States Innovation and Competition Act" (H.R.4521), which was presented in the House of Representatives last year. The bill would, among other things, provide future funding for semiconductor manufacturing, but it would also attempt to address the COVID-10 pandemic by addressing long-standing Republican grievances, such as the prohibition of federal funding for the Wuhan Institute of Virology and China's "influence on institutions of higher education." It also imposes sanctions on China for cybersecurity and human rights violations, while increasing foreign aid to Indo-Pacific countries. Republicans bought twenty motions when discussing the measure in the Senate, while Democrats submitted only eight. One motion, sponsored by Vermont independent Senator Bernie Sanders, was overwhelmingly defeated. The motion that was defeated would have prevented semiconductor companies receiving financing from H.R.4521 from outsourcing jobs in the United States and barring employees from organizing. Senators Elizabeth Warren (D-Mass. ), Tammy Baldwin (D-Wis. ), Cory Booker (D-N.J.), Ed Markey (D-Mass. ), and Jeff Merkley (D-Ore.) were the only Democrats in the Senate who voted against Sanders' motion. As a result of the COVID-19 lockdowns, the United States is experiencing an unprecedented semiconductor shortage.
The PRO Act, a government effort to improve worker safeguards, is also being promoted by Democrats in Congress. After a successful effort to form a workers' union in New York, Amazon labor organizers headed to the White House on Thursday to meet with Vice President Joe Biden.
